R.Y.A.A. Basketball
10-12 League Rules
1. The Commissioners(s) will have control over all phases of the sport unless the playing rules or By-Laws indicate otherwise.
- The children eligible to play in this league are ages 10, 11, and 12 years old, unless a medical need requires a child to play in this age group. No player can turn age 13 before January 1st of the current season.
- Once the Commissioner(s) have determined the divisions, no player shall play below the league or age group to which he or she belongs, unless prior determinations have been made by the Commissioner(s).
- Only registered players will be allowed to play. Any player who has not completed the proper registration forms and medical releases are not allowed to play.
- Any player registering after the draft will be placed in the player pool. If additional space is available before the final cutoff, late registaring players will be placed on teams. All players must try out before the draft.
- Rosters to be determined after the registration by the Commissioners(s). Once a roster is determined changes may not be made with the exception of correction of errors.
- The son or daughter of the Head Coach and one assistant may be protected during the draft. These children will be ranked and will be drafted according to their ranking. This will be based on general consensus of the coaches participating in the draft. If the coaches can not reach a general consensus, the round will be determined by the commissioner. There will be no protecting of returning players.
- All players must play one (1) full quarter – start to finish in each half. No player can play in all four (4) quarters. (Passed 10-26-93). Unless the team has 6 players or less.
- Coaches may not substitute players midquarter unless all players have played a full quarter in each half or if there is an injury or another valid reason as to why the child cannot continue to play. Players that have played a full quarter, may be substituted midquarter for another player who has played a full quarter in the respective half. (Ex. A team has 9 players. Five players played the full first quarter. The other four players played full quarters in the second quarter. The fifth player in the second quarter is a player who has already played a full quarter in the first quarter. This player may be substituted with one of the other players who played a full quarter in the first quarter.)
- Non-travel players shall be given the extra playing time. Once ALL non-travel players have played their 3 quarters only then will travel players be granted the extra playing time. (Passed 4-10-07)
- Penalty for not utilizing players properly is a FORFEIT of the game in question. (The Commissioners(s) shall determine the forfeit.)
- If a player is being disciplined, the head coach must inform the Commissioners(s) and the opposing coach before the game. The disciplined player must be in uniform and on the bench.
- If a player consistently misses practice due to unexcused absences, the coach should talk to the parents and try to gain an understanding as to why the child is constantly missing practices. If the situation is not resolved, the coach must notify the commissioner(s) via email to inform them of the situation. The commissioner(s) will discuss this with the parents and advise them that if the player continues to miss practices then the player will be benched for one quarter. NOTE - Missing practice due to vacations and illness does not constitute an unexcused absence.
- Any player or coach receiving two (2) technical fouls will be ejected from the game.
- Any player or coach ejected will be suspended for the next game. All blatant ejections will be brought before the Commissioners(s).
- Foul or abusive language will be an automatic ejection, plus a technical foul.
- Any player or coach ejected two (2) times during the season will be suspended pending an investigation by the Commissioners(s) and may be suspended for the remainder of the season.
